El Consejo Supremo de Medios Audiovisuales de Francia (CSA) ha propuesto el 23 de diciembre imponer un impuesto a la actividad profesional de los servicios de hospedaje de vídeos YouTube y Dailymotion.
Según informa el portal Ouest France, se prevé que los fondos recibidos de los impuestos se usen para subvencionar el cine nacional y europeo.
De acuerdo con el informe del CSA, que es la principal autoridad reguladora del país en esta área, la colocación del contenido de vídeos en estos sitios es comercial. Sobre esta base, los expertos llegaron a la conclusión de que tales actividades deben ser objeto de impuestos similares a los que existen para las empresas que transmiten a petición de los suscriptores películas a través de la red de cable o vía satélite.
Bajo las leyes existentes en Francia, gran parte de los elevados impuestos de este tipo está destinada al desarrollo de la cinematografía nacional. Sin embargo, para los proveedores existentes en el país, la tasa del impuesto puede reducirse si se comprometen a distribuir un determinado porcentaje de películas de cine y de televisión francesas.
Como se indica en el informe del consejo, “las plataformas YouTube y Dailymotion llevan varios años desarrollando una asociación con los creadores de contenidos audiovisuales, con los que comparten los ingresos de la publicidad transmitida”. Los dominios franceses incluso comenzaron a abrir canales especiales de vídeos temáticos, y esto, de acuerdo con la autoridad de control francesa, no se considera un hospedaje de videos sino una producción.
Cabe señalar de ser aprobada en Francia dicha ley, sólo podría aplicarse a los sitios alojados en servidores ubicados en el territorio de ese país europeo.
