Abbas nombró a Hamdallah, presidente de la Universidad de la Rivera Occidental, como su nuevo primer ministro el 2 de junio y le pidió formar un nuevo gabinete.
Hamdallah remplazó Salam Fayyad, quien encabezó un gobierno provisional desde que Abbas aceptó su renuncia en abril. Es un lingüista educado en Gran Bretaña y académico. Se convirtió en presidente de la Universidad Nacional An-Najah en 1998.
